Our alliance embodies the ethos of creativity, independence, and community-driven collaboration. We aim to be a pioneering force in Georgia's creative landscape, promoting collaboration, knowledge sharing, and sustainable development within the creative sector. Through its inclusive and proactive approach, the Alliance seeks to drive positive change and elevate the creative industries locally and internationally. We are a member-led non-governmental organisation.

The idea of creating the Creative Clusters’ Alliance (CCALL) emerged in 2022. With the support of UNESCO and the European Union, Creative Georgia organised a seminar aimed at developing creative clusters in Georgia. This event brought together representatives from various public, private, and civil organisations.
The initiative continued with the signing of a memorandum of cooperation between 11 founding organisations on June 21, 2022. This memorandum aims to foster mutual cooperation based on shared interests, focusing on initiating and strengthening creative clusters in Georgia and promoting their self-sufficiency. The memorandum outlines the following areas of collaboration and mutual support:
Advocacy: Addressing the needs of creative clusters in Georgia, empowering the Creative Clusters’ Alliance, and establishing a national network.
Internationalisation: Promoting the international presence of CCALL and the national network through awareness campaigns and involvement in international projects.
Public-Private Partnerships: Advocating for the introduction of public-private partnership practices to support creative cluster development.
Management Models: Implementing democratic and successful creative cluster management and business models based on international experience.
In 2023, to further develop and refine the Creative Clusters’ Alliance initiative, a project titled “Supporting the Development of Creative Clusters in Georgia” was launched with the support of the British Council. From March 7-9, 2023, Creative Georgia organised a workshop for the founding organisations of the Alliance, led by British experts Gail Cage and Rebecca Shusmith. During the workshop, the vision, mission, objectives, and core values of the Alliance were established, forming the foundation of the CCALL Charter.

Actively lobby and advocate for the needs of the creative sector, collect, analyse, and share knowledge about the creative sector in our region, and raise awareness of the social and economic contributions of creative industries. We aim to promote cooperation, knowledge sharing, and deepened connections within the creative community while strengthening our member organisations through resource sharing and joint initiatives. By positioning ourselves as a regional leader in supporting Georgia’s creative industries, we strive to deepen international connections and identify funding opportunities for our members.
At Creative Clusters’ Alliance, we’re passionate about shaping Georgia’s creative landscape. We aim to lead the way by fostering collaboration, sharing knowledge, and promoting sustainable growth within the creative sector. Our inclusive and proactive approach drives positive change, elevating creative industries both locally and internationally.
Elene ensures our partnerships and collaborations align with strategic goals and meet members’ needs. She focuses on diversity, inclusion, and the Sustainable Development Goals (SDGs), integrating them into the daily work of the Coordination Office and members.
Devi works on both the internal and external structure of our network. He co-develops the strategy of CCALL with our members and ensures its implementation. Devi oversees our main activities and helps shape the direction of our organisation.

Gail is an international creative industries policy and strategic development expert with 20 years’ experience working in, and with, national government. Gail has worked in the UK national government for over a decade, primarily as Head of Creative Industries Policy at the Department for Culture, Media and Sport. She now works as a freelance consultant advising industry members of the Creative Industries Council. Gail is also a voluntary board member for the not for profit membership organisation, Bristol Creative Industries.
Gail was an important part of establishing the Creative Clusters Alliance, consulting and supporting us throughout the process.
Rebecca is an international expert and freelance consultant in the creative economy, having driven its development in complex contexts around the world for over 15 years. She is used to navigating cultural, social and political differences, having advised on programmes globally, including the Middle East, East Asia, Latin America and Central Asia. Rebecca led the British Council’s Creative Economy team for several years. She has partnered with organisations such as the AHRC, Nesta, the Creative Industries Policy and Evidence Centre, Hivos, as well as numerous international organisations and governments.
Rebecca was an important part of establishing the Creative Clusters Alliance, consulting and supporting us throughout the process.
Jonathan is an entrepreneur, author and anthropologist.
He is the co-founder of Impact Hub and Civic. He has launched ventures with partners ranging from the Cabinet Office, British Council, Tate Modern and the Guardian Media Group, to Unicef, the Anna Freud Centre and peace entrepreneurs in Afghanistan.
Toni is Founder & CEO of Culture Venture, co-founder and board member of the Cultural Policy Designers Network, Expert Panel Member for the Selection & Monitoring of European Capitals of Culture and Creative Producer. He is also a theatre director and served as Festival Director of ZiguZajg international festival for children and young people for four editions
